Article Abstract:
The United Kingdom security agencies and police are seeking greater powers to tap electronic communications such as e-mails. The government supports this move, and internet service providers in Britain have to be able to intercept one phone line of every 500 in operation, a tapping capacity that is some 20 fold more than is common elsewhere in Europe. The government has not explained why such a big increase is needed, and internet service providers are concerned about costs. There are also civil liberties concerns, and encryption means that tapping may be ineffective.
