'Isolate Khmer Rouge': Sihanouk chides Untac for feeble response

Supreme National Council Pres Prince Norodom Sihanouk expresses his opinion about the Khmer Rouge and UN policy regarding the rebuilding of Cambodia. The Cambodian political leader stresses that the Khmer Rouge is determined to control Cambodia and is intent on avenging its defeat to Vietnam. Sihanouk also criticizes the weakness shown by the UN Transitional Authority in Cambodia in dealing with the activities of the Khmer Rouge. Sihanouk believes that the peace process must continue without the participation of the Khmer Rouge.

The Khmer Rouge's refusal to participate in the UN-sponsored peace process is jeopardizing efforts to reconstruct and rehabilitate war-torn Cambodia. As a result, the Cambodian faction has been severely criticized for its stance as evident in the Jun 22, 1992 ministerial conference held in Tokyo, Japan. Economic sanctions have also been proposed against the Khmer Rouge to ensure its compliance with the peace accord.

Article Abstract:
The Khmer Rouge are killing Vietnamese civilians in Cambodia, similar to their offensive of 1978. The policy implications of the killings were confirmed in a radio broadcast of Mar 1993 by the Khmer Rouge. The Cambodian population has given passive support for the killings, and no political parties will denounce the Khmer Rouge in public.
