Article Abstract:
Japan's banking sector has continued to be a drag on its economy. This, despite the emergence of various positive changes such as the declining ministerial guidance, increasing foreign ownership and Nasdaq's plan to launch a new market for initial public offerings. Foreigners are surprised that most Japanese banks do not offer 24-hr automated teller machine service as well as telephone or Internet banking service. The sector's management strategy likewise discourages risk-taking since it has remained unchanged.
