Javier Solana, Europe's diplomat-in-chief

Javier Solana is the European Union (EU) security and foreign policy representative, and was previously North Atlantic Treaty Organization (NATO) secretary general. He has also been Spain's foreign minister, so is knowledgeable about foreign affairs. He aims to gain the trust of governments rather than challenge them, since foreign policy and defense are sensitive issues. There is also the issue of countries which are members of NATO and not the EU, and EU members who are not part of NATO.

Javier Solana, NATO's master-builder
Article Abstract:
The political head of the North Atlantic Treaty Organization (NATO) is Javier Solana, former Spanish foreign minister. His diplomatic skills were shown in his talks with Yevgeny Primakov, later to become Russian prime minister, at the time when he was foreign minister of Russia. There has been talk that Solana could become European Commission president. He is well able to build bridges, as is shown by his emphasis on developing links with the Arab world when he was foreign minister, and the US would be happy with such a European Commission appointment.
