Unemployment in Europe is both cyclical and structural and requires an overhaul of the labor market to make any progress. Extended welfare benefits must be transformed into employment and training subsidies. Investment, competition, and relaxed regulations are all needed.

Unemployment in Europe is relatively high, at an average 8.3%, but the rates differ greatly between nations. 'Negative shocks' can cause unemployment to rise, but labour-market structure also affects the response to such shocks.
