The United Kingdom government aims to tackle poverty, though first it has to be defined. One definition is having an income that is less than half the national average, but this is a measure of inequality and not of poverty. There is little recent data using an absolute definition of poverty, but data on the poorest tenth of the population shows a drop in income after housing costs, and a rise before housing costs. There are other aspects of poverty, which especially affects single parent households. Success is difficult to measure when there is a wide range of indicators, and there is a need for more up to date statistics on poverty.

Article Abstract:
The United Kingdom Welfare Reform and Pensions Bill includes a number of key measures such as plans for pension splitting when couples divorce, but the bill does not represent revolutionary change. The government aims to reduce spending on unemployment benefit. Welfare spending is increasing and the government is redistributing spending, cutting benefits for the better off but spending more on those pensioners, disabled people and workers who are poorer. Pension splitting will tend to favor women at men's expense, while the better off may find their employers' pension provision reduced by stakeholder pensions.

The United Kingdom Working Families Tax Credit will be used to suplement the pay of employees on low salaries if they have children. It replaces Family Credit and is more generous, as well as being paid by the Inland Revenue so that it can be seen as tax revenue foregone and not spending on social welfare. This perception is aimed at showing that work can be rewarding, and removing any social stigma from receiving the help. Smaller companies are concerned about the additional administrative costs of paying this benefit.
