Article Abstract:
Large construction groups in Spain are said to be willing to finance construction of the AVE high speed railways in Spain through private concessions, similar to toll motorway projects. The Spanish ministry of development is reportedly in talks with construction companies about setting up private concession of railways in Spain. The LOTT (Ground Transport Planning Law) would have to be modified, however, in the country's general budgets, which the ministry plans to do for 1999. The first project which could come under this new arrangement would be the Guadarrama by-pass between the cities of Madrid and Valladolid. The railway would allow trains to run at 250 kilometres per hour after going through a long, costly tunnel through the mountain area outside Madrid. The ministry of development says it will not carry out the project if the cost is over Pta 250,000mn. The ministry has asked construction groups to carry out a study on the project. The next step will be to assess whether or not private financing is a possibility. Rail operator Renfe's prior study regarding this project is already talking about an operation concession of up to 25 years.

The Spanish ministry of development has announced that it will ask for estimates and construction time for a 30 kilometre dual rail tunnel which would connect Madrid to the city of Valladolid, before making a final decision on the high speed railway project. A feasibility study for an alternate route which would double the current Villalba corridor is also to be carried out. The ministry is said to be willing to pay between Pta 250,000mn and Pta 260,000mn for the project, which needs to bear in mind the environment aspect.

The regional ministry of transport in Cantabria, Spain, has announced plans to set up a meeting with the presidents of all the regional autonomies in Northern Spain to discuss the high-speed rail project and the Guadarrama variant, as rail transport is one of the fundamental elements for development in the region. Cantabria plans to promote improvements of the Palencia-Alar del Rey railway, as well as of the Santander-Palencia section.
