Lawyer Sam's war
Article Abstract:
Secretary of state, Madeleine Albright, has used legal terminology to describe the war in Yugoslavia. Serbian actions are described as unlawful in a number of ways. The conflict has led to a new emphasis on the role of David Scheffer as Ambassador for War Crimes. Scheffer sees greater importance attached to lawyers as a result of the conflict. President Bill Clinton attacks foreign governments which do not comply with international law, but opposes international laws that conflict with US interests, such as a ban on land mines, and the setting up of an international criminal court.

Article Abstract:
Bribery in developing countries has become so widespread that such bribes are tax deductible in Germany, while US firms often have third parties do their bribing for them. Peter Eigen of Transparency International hopes to end this by establishing bribe-free zones, but there has been little initial interest.
