The national assembly of Burkina Faso is soon going to vote the on the laws concerning the opening of the electricity market to national private and foreign companies. This operation, designed to break the production and distribution monopoly of Sonabel, Burkina Faso's national electricity company, will cost CFA Fr 19bn, which will be financed by the World Bank, Denmark, and the Netherlands. However, the new operators can operate only on the areas where Sonabel, which remains a state-owned company, has no network. With this opening, Burkina Faso hopes the price per kilowatt, currently CFA Fr 75, will fall and that the 350 chief towns will get electricity. In order to increase the energy potential of the big cities, Burkina Faso plans to build a new power station with a capacity of 30 megawatts at Ouagadougou, and to connect it to the neighbouring networks in the Ivory Coast and Ghana. At present, 7% of the country has electricity. Production comes to 275 gigawatts, and 65% of it comes from thermal power stations, and 35% from hydroelectric power stations.

Ghana's government has decided to increase electricity prices by nearly 100% as of 1 September 1998. Because of the low water level in the Akossombo dam at the beginning of the year, Ghana has suffered a serious energy crisis. The dam supplied energy for the entire country and for its neighbours Benin and Togo. The managing director of the Ashanti Goldfields Company (AGC) has threatened the government that it would close certain mines in Ghana if there are new rises in electricity rates. AGC is the third largest electricity user in the country, following Valco, the Volta Aluminium company, and it produces nearly two-thirds of the gold in Ghana. Now the basic rate for Ghana's consumers is set at C 4,000 per month, compared with C 2,000 previously. The non-national consumers will now pay C 320 per unit, with a monthly subscription of C 5,000. The small industries, mines and other major electricity consumers are expected to pay an energy tax with the monthly subscription of C 20,000. *

Faced with draught, Malawi must face a chronic electricity shortage. Three hydroelectric power stations provide 95% of the country's electricity production. In order to alleviate this lack of electricity, Malawi is negotiating to buy electricity from Mozambique; this electricity comes from the Cahora-Bassa dam. If the project comes to fruition, the energy will be carried over 210 kilometres.
