The Rabat Urban Community has decided to grant a concession for its water, sanitation, and electricity distribution services to a consortium of the Electricidade do Portugal (EDP) and Pleiade for 45%, Dragados' subsidiary Ubrase for 45%, and Alborada, the Moroccan engineering company for the remaining 10%. The Rabat Water Distribution System had 200,000 distribution subscribers in 1996 and 245,000 electricity subscribers. However, it is not able to bear the cost of investments to be made. There is already around MD 600mn payments in arrears by administrations. The concessionaire has undertaken to invest MD 14bn, of which MD 16bn is for sanitation, MD 4.2bn is for electricity, and MD 3.8bn is for potable water. The objective is to make 15,000 new hook-ups with the potable water system and 20,000 sanitation hook-ups in the first five years.

Article Abstract:
In Senegal, the national assembly passed a bill to reform the electricity sector as part of the privatisation of Senelec, Senegal's national electricity company. This means that Senelec's operation will be limited to only the transmission and distribution of electricity while the rural electrification operation will be managed by ASER (Agence S n galise d'Electrification Rurale) an independent agency. ASER will issue invitations to tender every year to grant concession, encourage private operators' projects and to rule on project's financing requests. Senegal will get a US$ 100mn loan from the World Bank to reform this sector. According to the World Bank, this reform will enable Senegal to reduce the price of electricity and petrol, to make it more competitive, to improve its growth prospects, and to create new jobs.

The Soci t de Energie et d'Eaux du Gabon (SEEG), in which the Compagnie G n rale des Eaux has held a 51% stake since June 1997, holds a monopoly on water (treatment, transport and distribution) and electricity (production, transport and distribution) in Gabon. 1997 was a bad year for SEEG, which posted a turnover of CFA Fr 60.517bn down 1.7%, with losses estimated at CFA Fr 515mn. Electricity is SEEG's principal activity, representing 80% of the total turnover. It has still greater potential, since only half of the population is now affected by electricity distribution. SEEG is planning to invest CFA Fr 300bn by the year 2015 in order to connect 21 localities to the electricity network.
