US diplomacy in the post-Cold War era has been plagued by the personalization of conflicts with strongmen, a general lack of consistency, and an overemphasis on economic nationalism as a foreign policy goal. The Clinton administration should redefine its priorities and embrace multilateralism.

Pres Clinton, despite his reputation for inattention to foreign affairs, scored a diplomatic victory at the Jun 1993 Group of 7 economic summit in Tokyo. Clinton's foreign policy appears to be based on two linchpins, preventive diplomacy and management of the global economy.
