Leaky policy: water shortages
Article Abstract:
The movement to force companies to repair leaking water pipes is not enough to prevent a drought in England in summer 1997. Environment Secretary John Prescott's energy would be better expended encouraging consumers to reduce their water use. Currently, there are no incentives for consumers or corporations to cut down on water consumption. The first action may be to increase the number of customers who pay for water based on use; as of May 1997, only 11 percent of the homes in England have water meters.
