Article Abstract:
The Malaysian corporate bond market is facing a number of obstacles in its development. There are few tax incentives to invest in corporate bonds, and the fees are not favorable to the issuers of such bonds. In addition, the government is putting its efforts behind developing a stock market, and places only secondary importance to the debt market. Within the debt market itself there is stern competition from banks and the government. Corporate issuers have thus far been hampered by excessive regulation and delays in the application process. The government says it is fixing these problems.

Article Abstract:
The Kuala Lumpur Stock Exchange Composite Index has shed off at least 9% of its value from a high of 619.06 points in Feb 20, 1992. The only encouraging trend amid this sluggish performance is the strength of the Malaysian ringgit against other currencies, surging 6.2% against the US dollar since Dec 31, 1991 and buoying the confidence of foreign investors in Malaysian shares. However, Central Bank officials warn that the government will step in if the ringgit's strength negatively impacts the balance of trade.

A halfway solution
Article Abstract:
Malaysia has been swamped by a demand for capital expansion in the 1990s. This development comes in the aftermath of the recession which hit the economy in the middle 1980s. In response, the government has issued new financial instruments and conceived arrangements that would employ the resources of private capital. For instance, it put out a series of convertible debt securities connected to shares of Telekom Malaysia.
