Legal fights loom over Taipei transit system
Article Abstract:
Foreign firms involved in Taiwan's mass transit system are faced with the prospect of a tremendous amount of litigation or arbitration in the near future. These foreign firms share liabilities equally with their local partners and are bracing for claims ranging from contractors suing one another for delays to residents claiming damages caused by construction. Many contractors also agreed to terms that were highly advantageous to the government, in their scramble to clinch contracts for the infrastructure project.

The Taiwanese government's rescue of the Changhua City Fourth Credit Cooperative Bank merely covers up the lack of regulation in the country's 74 credit unions. Credit unions are seen as places where improper lending practice abound, and experts believe that a decline of public confidence in credit cooperatives could lead to an overall decline of confidence in the banking industry. They also feel that the upcoming elections would prevent the enactment of any financial sector reform.
