There were 92 applications for investment aid in 1997, totalling FFr 1.3bn, but only 59 were accepted (64.1% compared with 71.3% in 1996, and the accepted applications totalled FFr 833mn. The amount allocated for the work accepted was half that of 1996, and the aid rate dropped from 7.8% in 1996 to 6% of the amount in 1997. At the European level, 259 applications were examined, for a total of FFr 3.4bn and 219 were selected for FFr 1.7bn. The aid rate came to 18.5% of the total amount for accepted applications, with 12% to 25% differences by sector. In the dairy industry, the seven applications accepted involved bring the unit up to sanitary standards, and the modernisation of cheese production plants. Among the applications which were rejected, some of them did not enter the field of the sectorial plan, such has boosting raw milk production or an AOC product, because they were not innovative and did not have good self-financing capacity. In the poultry domain, the six products selected concerned mainly improvement in productivity, and the quality of products. In the processed vegetable sector, the 11 applications accepted were for innovative or upmarket regional products for which outlets exist. Of the 12 fish processing projects presented those concerning frozen ready meals or fish based processed products.

In France, 92 applications for investment aid were presented, including 16 from the dairy industry (nine accepted) and 16 from vegetable processing (11 accepted. The largest number of applications accepted were from the meat butchering and vegetable processing with 11 each, fish processing with 10. The applications totalled FFr 1.3bn; FFr 490mn for vegetable processing, FFr 251mn for meat cutting, FFr 192mn for the milk industry, and FFr 157mn for fish processing. The applications accepted represented a total of FFr 833mn, compared with FFr 1.7bn in 1996 and FFr 1.6bn in 1995; FFr 231mn for vegetables, FFr 164mn for meat cutting, FFr 131mn for fish processing and FFr 116mn for the dairy industry. National aid totalled FFr 49.8mn, which is 6% of the total of those selected, compared with 7.7% in 1996 and 6.9% in 1995. Vegetable processing received FFr 12mn, which is 5.3% of the amount of investment selected in 1996 and 6.9% of that in 1995; meat received FFr 9.7mn, which was 5.9% compared with 6.3% in 1996 and 6% in 1995, and the dairy industry received FFr 5.6mn, which was 4.8% compared with 9% in 1996 and 6% in 1995. Ice cream received no aid in 1997 and 1996, and received 10% of the total aid for the work selected.

On 3 June 1998, the European food industry issued a press release indicating its satisfaction concerning the labelling for food products which contain GMO (genetically modified organisms). However, the industry asks that the phrase indicating that the product contains no genetically modified organisms be used under strict conditions and that products made from traditional agricultural products be dispensed from labelling if their GMO content is below a certain level. The industry is going to try to inform consumers about the advantages of biotechnology and to help them understand the labelling. It also wants official GMO detection methods to be set up and it wants that oils, starch hydrolysate, and protein hydrolysate which contain no proteins or DNA be exempted from labelling.
