Two steps forward
Article Abstract:
The health of the Canadian economy in an era increasingly characterized by the primacy of high technology industries depends on the ability to create an innovative infrastructure while developing human resources. Economic Council researchers Gordon Betcherman and Keith Newton and writer Joanne Godin in their book 'Two Steps Forward' delineate a program for developing the well-trained labor force that is needed for industries using advanced technology. Along with technological innovation, management must be sensitive to the role of labor and the need for professional development in order to enable employees to cope with change. An approach that brings workers into the process of technological innovation will be able to minimize the costs to personnel and the organization itself.

Long-term unemployment
Article Abstract:
The Economic Council of Canada has issued a report called Long-Term Unemployment: The Canadian Experience, based on the research of economists Syed Sajjadur Rahman and Surendra Gera. The problem of long-term unemployment (LTU) increased in the late 1980s, and LTU was 1.75 times greater in the late 1980s than it was before the recession of 1981-1982. In 1989, 6.6% of the workforce was characterized as being long-term unemployed. The report recommends that the six-month waiting period for eligibility to be considered as long-term unemployed be shortened to four months, and that incentives be given to businesses that employ older workers.
