Measuring costs and benefits
Article Abstract:
The Economic Council of Canada has established a group to study various aspects of Canadian immigration. The group will focus on the questions of whether increased immigration is the appropriate answer to Canada's declining birthrate and increasingly aging population, and what are the socio-economic consequences of immigration. The project's research director Neil Swan states that the research group will use extant data and also conduct their own research based on immigration data from the 1981 and 1986 censuses. The group will study the potential impact of immigration on the standard-of-living, its effects on employment, and its effects on the social structure. Swan states that the study will also focus on the socialization of immigrants themselves, and the ramifications of differing patterns of assimilation between Anglophone Canada and Quebec.

"Local development", a new approach
Article Abstract:
Atlantic Provinces Economic Council president Tim O'Neill is head of the Economic Council of Canada's project researching local developement. According to O'Neill, the project will focus on case studies of local development efforts in Canada and assess the potential contribution of local development efforts to overall Canadian economic development. He defines local development as economic growth combined with structural changes that improves the standard of living of people in a limited geographical area. O'Neill states that project research indicates that public sector support for local structures yields better results than investments in the infrastructure for it enables communities to tailor development projects to their needs.
