Thailand's resort island Phuket offers promising real estate deals, though the risks are significant and value as a pure investment is questionable. Experts say it remains a buyer's market, though the high-end Amanpuri resort sold all 30 of its luxury villas. The Laguna Phuket resort complex reports many villas enjoyed a double-digit rate of return in 1995 through short-term rentals, and owners enjoy free memberships and other perks as well. The area is also drawing full-time residents. Tips on research and buying are offered.

Autocratic govt reform programs in Thailand have hurt small farmers who were strong-armed into borrowing for new, risky diversification schemes. Some 28,000 families owe 2 billion baht thanks to failed plans for raising cashews, silkworms, and cattle. The Isan Small Farmers Assembly led a march on Bangkok to demand redress, debt relief, and quicker attention to land claims and similar legal problems. Critics say the overall problems stem from govt paternalism and arrogance.

Voters in Bangkok, Thailand elected Bhichit Rattakul as governor hoping that he will fulfill campaign promises to increase public participation in government and help clean up horrific pollution problems. Rattakul's powers are limited because authority to solve many of the city's difficult traffic and pollution problems rests among many different governmental agencies. These agencies suffer from corruption, inefficiency and an unwillingness to work with each other.
