Article Abstract:
China's woeful telecommunications industry is slowly improving since theimplementation of the Five Year Plan which runs until 1995. The Ministry of Post and Telecommunications has been granted a monopoly in regulating and owning telephone networks and manufacturing telecommunications equipment. This centralization was a response to China's difficulties in handling and maintaining various systems by different agencies. China's telecommunications is kept under government control for national security reasons. Sino-foreign joint ventures on the industry's expansion has been limited to France's Alcatel, Siemens of Germany and NEC Corp of Japan.

The Fourth World Conference on Women being held between Sep 4 and 15, 1995, near Beijing, China, has already accomplished much and could achieve more, but logistical problems and trouble with China's government may dominate headlines. Drafting sessions for the Platform for Action focus on the disproportionate negative impact on women of fast economic growth, with China typifying many of the problems. A new UN Human Development Report shows changes in the rankings of many Asian countries, with notable rises linked to affirmative-action programs.
