Looking for a role: filling a potential Asian power vacuum is fraught with problems
Article Abstract:
The controversy surrounding a piece of legislation seeking to allow the use of Japan's Self-Defense Force in UN peacekeeping operations manifests Japan's tentativeness in the search for a post-Cold War role that corresponds to its great economic power. The hesitancy is due in large part to long-standing Japan-US relations, necessary to convince Asia that Japan will not adopt a political or military stance. At the same time, Japan-US relations are undergoing tensions due to Japan's huge trade surplus over the US, which is why Japan is careful not to flaunt its political and financial clout in Asia.

The right to hunt: whaling lobby fails to get ban lifted
Article Abstract:
Japan failed to persuade the other members of the International Whaling Commission (IWC) to end the prohibition against commercial whaling first imposed in 1982. Japan's whaling lobby claims that enough Minke whales now exist to permit the harvesting of this small species. However, the IWC rejected Japan's arguments at the May 14, 1993 meeting. Japan did not leave the IWC despite fears that it might do so. The Japanese maintain that whale meat is a traditional part of their cuisine and impute Western environmentalists with racism.

Seeds of change: upper house poll may herald party realignment
Article Abstract:
Japanese voters have shown a change of attitude toward election campaign issues. Increasingly, the public has become concerned with economic rather than political issues. The voters' concentration on economic matters, including housing, cost of living and capitalization on industrial leadership, may have a direct bearing on a likely restructuring of the country's opposition parties and exert significant influence over election results.
