Recent strident attacks against pro-democracy activists and foreign workers in Hong Kong could reflect a growing confidence in the extreme wing of the pro-China camp. There are concerns that the hardliners could jeopardize the credibility of the pro-China camp in the run up to the first Hong Kong legislative election under Chinese rule. the Hong Kong Stability and Prosperity Concern Group began voicing its pro-Beijing message before Chinese rule began, and is not afraid of publicity.

The Hong Kong government forced the director of immigration Lawrence Leung to resign after finding him untrustworthy, say government officials. Leung had been investigated by the government shortly before his resignation although no firm evidence was produced to further proceedings against him. His resignation was sought because a number of doubtful activities were uncovered. Government workers are now confident that the government's actions were justified.
