Article Abstract:
Eagerness on the part of leaders in both China and the US to stay in power paved the way for recent agreements papering over differences between the two countries, but a plethora of issues will resurface soon. These include human rights in China, Beijing's sales of nuclear weapons material, and more, none of which are easily resolved. Though the US has made a vast change in course by agreeing to a series of summit meetings, a closer staff-level working relationship is the most likely, and most desired, result.

There have been a range of reactions to claims by Lt.-Gen. Patrick Hughes, director of the US Defence Intelligence Agency, that China could become a large-scale regional threat to US interests. Some feel that his remarks represent a shift in US policy, while others disagree. Analysts generally feel that US government policy towards China has not really changed significantly since early 1996, with the focus remaining on taking a 'multifaceted' approach towards Beijing.
