Mayor will fail carbon test

The mayor of London Ken Livingstone, a keen supporter of the environmental, would not be able to achieve the key target of zero carbon development in the capital by year 2010, which would damage his reputation. He has, in a written statement asked his office to start discussions with London Development Agency (LDA) about an exemplary zero/low emission development.
