The impact of productivity growth
Article Abstract:
Economic Council of Canada Chmn Judith Maxwell believes that it is critical for Canada to improve the productivity of its labor force. If the productivity of the labor force is not increased, Canada will not be able to compete economically in the international markets and will suffer a real decline in living standards. The roots of the slowdown in productivity lie in the Organization of Petroleum Exporting Countries' oil price increases in 1973. Canadian industry did not make a successful adaptation to the new economic climate as it failed to adopt new technology, work organizations, and human resource policies. Maxwell believes that the federal and provincial governments must coordinate efforts to promote labor productivity.

Costs, quality, and access: challenges for health care services
Article Abstract:
The views and opinions of Economic Council of Canada Sr Economist Ludwig Auer in the area of funding health care services are presented. Auer is heading the Council's research project into the funding of health care services. The major focus of the research project is to provide information to the public and to assist the government in making choices on health care. The research is investigating the economics of the health system and aims to quantify how to make the system more cost-effective while maintaining quality. Research supports the contention that the cost of care can be lowered while maintaining current standards of quality.
