The United Kingdom Transportation secretary has announced the setting up of a Strategic Rail Authority to oversee the country's railroads. Operators that do not honor contracts will lose them. The problems arise from the way that railroads were privatized, since a division between trains and track means that each company can blame the other. Railtrack argues that train operators tend to be encouraged to seek revenue instead of punctuality. Government subsidies are to be reduced, and this means that train operators are under more pressure to reduce costs, so the problem could get worse.

Mending Britain's rotten railroads
Article Abstract:
The privatization of the British railroad system was a failure, and taxpayers have suffered. The assets were sold off cheaply, and the incentive system does not function properly. Railtrack does not have an incentive to invest, and should be censured for a poor performance. The pricing system linking the train operators, rolling stock companies and Railtrack should also be altered, and the train operating companies should not have franchises extended.
