Middle East peacemaking reawakens

Talks have restarted between Israel and the Palestinians. Disaffection in Palestinian territories could weaken the position of Palestinian leader, Yasser Arafat, while the US is likely to lessen its involvement in the peace process because of pending US elections. Barak appears more concerned with securing an agreement with Syria prior to an agreement with the Palestinians. Israel plans to withdraw from Lebanon in July 2000, a move that is popular, though there will be problems if no agreement with Syria can be reached.

Time to leave the insecurity zone
Article Abstract:
Israel is seeking to withdraw from Lebanon. The new Israeli prime minister, Ehud Barak, is setting up a coalition government and sees a consensus around peace with Syria and Lebanon as achievable. A partial retreat is being carried out by the South Lebanon Army, which defends positions for Israel. This retreat may be seen by Hizbullah as evidence that its tactics are correct. Syria could help to persuade Hizbullah to seek peace, but may delay doing this until it has acheived an agreement of its own with Israel.

Lost in the Golan Heights
Article Abstract:
Israel and Syria seem at an impasse over the return to Syria of the Golan Heights, but US State Dept negotiator Dennis Ross will try to steer them back to agreements Israel's last administration had with Pres Assad. Israel also needs a dignified way to withdraw from occupied territory in Lebanon.
