More radical than intended
Article Abstract:
The United Kingdom government aims to reform the House of Lords, and a bill has been approved by the Lords which will prevent most hereditary peers from sitting. Prime minister, Tony Blair, has had to speed up the second stage of the reform after criticism that removal of hereditary peers would give too much power to government nominees. The government aims for modest changes, but there has been support from the three main parties for a motion calling for the upper house to be elected. There is also a call to give the upper house the role of a constitutional watchdog.

The cafetiere theory of government

The United Kingdom prime minister, Tony Blair, has increased his control of central government just as he increased his control of the Labor party. There has been a centralization of decision-taking and policy making around Blair's office, while the Treasury has increased its control to cover issues with any relation to economics. The prime minister and senior ministers have never before held ministerial office. They have changed the old system, whereby policies came up from departments, to one where pressure comes from above to affect departments below.

Article Abstract:
The United Kingdom legislative program has been announced, and the government has been criticised for measures it has failed to introduce such as a Freedom of Information Act. An integrated transportation policy and an independent food-safety body are also missing. The prime minister, Tony Blair, is faced with other decisions relating to European monetary union, and recommendations on the reform of the electoral system. Failure to deal with electoral reform is creating problems with the government's relationship with the Liberal Democrats.
