PATENTS CONTROVERSY: MINISTERIAL MISTAKES
Article Abstract:
Murli Manohar Joshi had been opposed to product patents in the sectors of drugs, chemicals and agricultural chemicals until a year-and-a-half ago, but ever since his party has come to power he has been advocating introducing patents immediately. He has tried to block cabinet approval of exclusive marketing rights (EMR) in these sectors. Sources say that he is opposed to EMR because he feels that it will hurt Indian industry. But no multinational can apply for an EMR immediately as it needs 6 years to get marketing approval after getting a patent. It will be at least 2001 AD before the first EMR is granted. Multinationals will benefit if patents are given now instead of EMRs. (khr)
