Technological change and deregulation have made the telecoms industry more complex. US companies are seeking a loosening of regulations that were geared to boosting competition at local level. Computer companies want a more rapid development of ADSL technology. Baby Bells argue that they should have enough of a return on capital to be able to invest in services, though opponents of this view argue that competition is needed and is fostered by allowing access to local networks of the Baby Bells at reasonable rates.
