The Indian Bharatiya Janata Party has appointed Jaswant Singh as finance minister, but any anticipated economic policy changes will be dependent on the vote of confidence scheduled for May 31, 1996. Singh's appointment has been well received by foreign investors despite the fact that he plans to shift investment incentives away from the nondurable sector and toward infrastructure. He also plans to boost GDP growth and reduce the deficit and domestic interest rates. Singh believes that annual foreign investment can be doubled to $4 billion.

India's Haryana state implements a prohibition on alcohol on July 1, 1996, with harsh results expected for the region's tourism industry. Ironically, chief minister Bansi Lal, who took office in June after a campaign featuring a promise to ban alcohol, largely built the tourism industry by putting up state-owned motels with bars between 1968 and 1975. The area has little to offer save its location near New Delhi, and has long served as the capital's safety valve. Breweries, bars, and restaurants all expect disaster.
