Egypt has modernized and moved away from central planning, with economic information more readily available, exchange controls removed, and financial transactions less affected by mystification. There is still much that is unchanged, such as a complex regulatory and legal system, and the large proportion of the work force accounted for by the public sector and agriculture. Members of the civil service tend to be underemployed and underpaid, and there are concerns that if the numbers were cut, many of those made redundant would be unemployable.

Credit where credit is due
Article Abstract:
Very small firms account for most employment in Egypt, with 99.7% of private sector companies outside agriculture employing under 50 employees. Most of these companies face regulatory constraints and have problems in gaining access to credit. The banks prefer not to lend small sums to small companies but the Social Development Fund is one source of help. Over 80% of small businesses use rented space and few Egyptians hold formal titles to their homes, with informal buildings accounting for much of Egypt's housing.

Article Abstract:
Egypt, Morocco and Tunisia in North Africa have improved their economies in recent years to such a degree that the region could become a financial center in the next few years. The low education rates and lack of economic and political reforms could hurt the promise shown by the countries.
