New rules for a new world: privatization of the Czech cement industry
Article Abstract:
Western investors viewed the downfall of communism in Eastern Europe as an opportunity for tapping a market with vast potentials for growth. However, the experience of foreign investors with the privatization of the Czech cement industry illustrates the frustrations and difficulties encountered by foreign industrial partners in Eastern Europe. Although the Czech cement industry now have contracts worth more than $700 million, the privatization process itself was characterized by delays, red tape and stalled negotiations.

Malaysia is a pioneer in the use of build-operate-transfer and build-own-operate schemes, and it has made skillful use of such techniques in its efforts to privatize industry and develop infrastructure.
