Article Abstract:
Finland's Minister of Finance, Sauli Niinist , has presented the Government's budget proposal for 1999 to the Parliament. According to the central forecast figures, the national product will increase by 4% (5.5% in 1998), consumer prices will increase by 1.8% (1.6%) and unemployment rate will decrease to 9% (10.5%) in 1999. The budget total is lower than in 1998 which is rare for an election year. Also, money has been allotted for debt amortization which has not been done in budget proposals since 1990. Finland intends to amortize debts for FIM 300mn (USD 55mn) in 1999. The Asian and Russian economic crisis and decline in stock exchange quotations did not affect the budget proposal and the Government does not expect changes to come later either. Minister Niinist considers the Russian situation worrying in respect to the Asian events but expects the effects to show mainly in general atmosphere. However, the Finnish Government follows the situation and will react to it when necessary.

Tobacco smuggling has become ever more professional on the Finnish-Russian boarder. The Finnish Customs estimates that tobacco smuggling has increased over five-fold in spring 1998 compared to 1997. The offenders are the same people and size of the confiscated consignments has grown. Vaalimaa and Nuijamaa boarder controls in eastern Finland catch tobacco smugglers every week. Both the smugglers and the receivers of the goods in Finland are Russians. The smuggling is estimated to be run by a large network of offenders. The smuggling spaces in cars are built ever more carefully. Smuggling has also been attempted using more cars at the same time. On the Helsinki-Tallinn (Estonia) route the tobacco smuggling has decreased and no large confiscations have been made there in 1998.

According to a survey by the National Public Health Institute of Finland, 64% of adult Finns supported separation of smokers and non-smokers in the restaurants. 19% opposed and the rest had no opinion. Of non-smokers, 73% supported separation. Of smokers, 42% supported separation and 34% opposed. According to the survey, 92% of all the people were satisfied with smoking arrangements in working places. In 55% of the working places smoking was allowed in separate rooms and in 29% of the working places smoking was prohibited.
