Article Abstract:
Hong Kong appears to be establishing itself as a bridge in Sino-US relations. US officials watched events after the handover of the territory from colonial rule. They noted that nothing untoward happened on human rights issues, and prepared to welcome Hong Hong Chief Executive Tung Chee-hwa on a visit to the US in Sep 1997 without making any strong comments on democracy. The absence of concern means that discussions during Chinese President Jiang Zemin's Oct 1997 US visit should not focus on human rights, and may lead to a generally more favourable Western opinion of China.

Seizure of weapons from China on May 23-24, 1996, in San Francisco and Hong Hong have compromised China's claims that it is complying with international arms trafficking laws. The seizure of 2,000 AK-47's in San Francisco strengthens US resolve to demand sanctions against China, though some feel that the misdeeds call into question Pres Clinton's renewal of China's most-favored-nation status. The assault rifles appear to have been transported with the knowledge of state-owned weapons manufacturers in China that are linked to high government officials.
