US electricity and gas concern Enron hopes that its $2.3 billion purchase of Wessex Water will allow it to win many large contracts in water and sewerage across the world. Enron believes that the skills it has gained in its international energy operations will place it in a good position to perform well in the water industry. However, some observers have reservations about this development. Enron has paid a high price for Wessex, which has no international experience.

The British water industry is mainly comprised of monopolies, but this could change as suppliers may increasingly have to compete. Large water consumers already have some choice, and companies compete in the sense that cost comparisons are used when prices are set. New entrants will have to be permitted to use pipes of existing companies, or it would cost too much to enter the market. Time-limited franchises could also be introduced.
