A five-year investigation of Microsoft Corp, on the suspicion that it was stifling competition in the computer software industry, resulted in the company agreeing to licensing concessions. However, Judge Stanley Sporkin is not sure the settlement is sufficient and is reexamining the case.

Microsoft's popular Windows interface is believed by many to contain undocumented segments of code which give Microsoft's programmers an advantage when designing software to run under Windows. Microsoft officials admit to the existence of 16 such code segments, but deny any wrongdoing.

Too hard on Microsoft

The Federal Trade Commission failed for the second time to decide whether it should take action against Microsoft for using anti-competitive measures. Although Microsoft has a near monopoly on operating systems, its sales account only for 1% of the total computer industry revenues.
