Article Abstract:

Operational research has made significant tactical and operational level contributions to the New Zealand public sector. Although models were effective in situations with minimal disruption to existing arrangements, they were not as successful with regard to policy formulation. This was due to the disruptive effect of incentive structures on decision making. Current restructuring efforts would lead to better applications of operational research in terms of the public sector.
