Article Abstract:
Traffic congestion and pressure on housing have hit the south east of England, while northern cities have lost population and public sector housing cannot always be let in the north. Migration between 1994 and 1997 led to a net annual average gain for the south east of 70,000 people compared with a loss of 23,000 for the north. The government aims to regenerate northern cities and use brownfield sites for new homes through tax incentives. The aim is also to make apartments more attractive. Local governments in the south east also want to limit numbers of homes built.

Article Abstract:
Manchester and Birmingham, England, are undergoing changes, with Manchester making its city center more accessible to pedestrians, and Birmingham carrying out a large scle development. The Manchester project includes a pedestrian street, and two new squares open to the public. There will also be bars, restaurants and motion picture theaters which should help to revive the shopping center at night. There is concern that the Birmingham project to replace the Bull Ring shopping center will not benefit the city as much as a smaller scale development.
