Mancur Olson has studied economic development through history, and notes that tyranny may be preferable to attacks from warrior-thieves. Tyrants have more of a long-term and wider interest in territories that they govern. Democracies use the same principles, but rule is in the interests of the majority who pay taxes. Poorer countries tend to lack property and contract rights, and this is linked to lack of democracy. Lack of such rights mean that markets cannot develop and help promote growth.

Political leaders agree that the state is losing its authority in the age of the global economy. Optimists believe that globalization is creating numerous benefits that overshadow the costs to governments. Pessimists argue that there must be a balance between economic efficiency and an effective state.
