The United Kingdom government is seeking to tackle homelessness through a plan announced in Jul 1998 to spend 145 million pounds sterling over three years. There are an estimated 400 people on average sleeping rough each night in London, or some 2,000 each year, and 2,000 in the UK as a whole each night, or 10,000 a year. This is less than in the early 1990s. Many of the homeless have been in social care, prison, or the army, and the the government aims to help people leaving institutions and the army to become more independent.

Article Abstract:
The United Kingdom government aims to put pressure on parents to take responsibility for their children in order to tackle youth crime. The Crime and Disorder Bill will allow courts to impose counselling on parents, and other types of parenting orders. There has been a trial of these measures Sunderland, but parents have sometimes handed children into care of the state. A small number of children commit a large amount of crime, and the government also aims to speed up the time it takes for young offenders to appear in court.
