Alberto Fujimori is seeking a third term as president of Peru and sees taking a tough stance on terrorism as a means to achieving this goal. This has led to a conflict with the Inter-American Court of Human Rights, and Fujimori aims to remove Peru from its jurisdiction. He has already organized media attacks on the court following a May 1999 ruling that four Chilean members of a group called Tupac Amaru were not granted a fair trial. Innocent people remain in jail despite many pardons, according to human rights groups.

A very strange prime minister
Article Abstract:
Javier Valle Riestra was prime minister of Peru for two months in 1998. His departure was triggered by disagreements over prison conditions of a former terrorist leader. Valle Riestra had previously clashed with the president, Alberto Fujimori, over a pardon for an American jailed for terrorism, Lori Berenson. Valle Riestra resigned when the president refused to pardon her, but his resignation was not accepted. He also opposed Fujimori's desire for a third term in office.
