Research and Collection Services (RSC) is collecting TV license fees in Pakistan, a country where there have been problems in collecting taxes. Pakistan was divided into regions for a public tender, with RCS the sole bidder in three regions of the total of seven. RCS is advertising and using a prize draw to encourage payment of fees, and also checks video-rental stores to locate owners of VCRs. RCS is also talking about a similar deal for state-owned utilities. Competition for tenders is likely to intensify if RCS is successful in collecting TV license fees.

Article Abstract:
Russia's attempts to raise tax collections have been met with disdain by individuals, and tax collectors have been attacked or killed doing their jobs. The government will consider an overhauled tax code in 1997 that will eliminate loopholes. Attempts to change tax procedures are described.
