The World Bank served a purpose reconstructing Europe and later giving free- market advice to emerging democracies, but it should now concentrate on building legal systems, regulatory bodies and civil service. These are both necessary and sufficient for attracting investment to developing countries.

Beating retreat? Malaria

The World Health Organization is changing its strategy in its attempt to eradicate malaria. In the past, scientists tried to wipe the the mosquitoes that carried it, but the mosquitoes developed a resistance to pesticides. WHO now encourages people to avoid getting bitten.
