The different attitudes of Russia's Muslims have been highlighted by the US bombing of Afghanistan. The two leading muftis have condemned the bombing, but the leaders of the republics of Bashkortostan and Tatarstan, where half the population are Muslims, have maintained an embarrassed silence.

The Russian Orthodox Church has positioned itself as authoritarian body that is closely allied with the state and is generally hostile to change. The actions of the Church's 1997 council of bishops, which recently met in Moscow, suggest that the bishops see the Church as a state religion.
