Many potential problems hinder the Philippines' plan to attract foreign investors and convert the Subic Bay naval complex into a business center and special economic zone. These include possible future eruptions by nearby Mount Pinatubo, the lack of transport accessibility to the base and raising funds for the conversion, the means of which is opposed by the military. Dealing with these problems is crucial if the country wishes to change its image and not let other nations see them squander an opportunity due to government inefficiency and political squabbles.

The economic liberalization program begun by the government of President Fidel Ramos in 1992 has resulted in an unprecedented explosion of private investment in the Philippines. Barriers to private investment have been lowered in a number of industries including aviation, banking and automobiles. The removal of foreign exchange restrictions in 1992 prompted foreign investors to re-examine the Philippines. Foreign investment has fueled a boom in the Manila stock market as well as the regional real estate market.

The former US military installation in the Philippines, Subic Naval Base, might soon turn into an expansive export processing zone made up of a consortium of as many as 400 Taiwanese companies, according to Subic Bay Metropolitan Authority chief Richard Gordon. All the other countries, especially former tenant US, interested in putting up company operations in the area must make a move now before the whole of Subic becomes an export processing zone bigger than Kaoshiung in Taiwan.
