Osaka's bid for freedom: Japan

Osaka, Japan is seeking some measure of independence from Tokyo as the business and political center of Japan. Osaka officials want to see more business and more government money returning Osaka. They may get their wish if Tokyo continues its growth in population and corruption.

Japan is trying to increase its clout in foreign affairs and to win a seat in the United Nations Security Council. The Japanese government has sent soldiers and unarmed police to Cambodia, and a contingent may be sent to Mozambique.
