The 15th Communist Party Congress was held in Sep 1997 in Beijing, China. Chinese leader Jiang Zemin attempted to distance himself from predecessor Deng Xiaoping. Jiang is an advocate of moderate economic reforms, but he may face opposition from the more liberal wing of the party.

Deng Xiaoping is still wielding considerable influence in China just months before his 88th birthday. His endorsement of free enterprise zones and economic reform will make further strides if he can place more of his men in power in a position to succeed him.

Deng managed to get China's People's Congress to agree to move ahead faster on economic reform. His second and more challenging step will to be getting the approval of the more powerful Communist Party Congress.
