Chinese tourists have become more numerous, as regulations have been relaxed and incomes have risen. Thailand is the most favored destination for tourists from China, and there were some 440,000 Chinese tourists in Thailand in 1997, forecast to rise to 500,000 in 1998 and 560,000 in 1999. Some Chinese tourists seek to sell wares in Thailand, such as herbal medicine. China has declared some countries to be official destinations for foreign holidays, and these locations account for 70% of outbound travel from China.

Thailand is seeking to boost its tourism industry as a key way of overcoming its serious economic difficulties. The Tourism Authority of Thailand has launched an 'Amazing Thailand' promotional campaign, and anticipates that tourist arrivals will rise by 6.3% to 7.7 million people in 1998 and by a further 7.3% in 1999. This compares with a rise in arrivals of only 1% in 1997. Revenues from tourism could rise to 582 billion baht over 1998 and 1999 if the targets for tourist arrivals are met.

Tourism hit troubled times in Thailand due to safety concerns. The industry, through 1990 a top foreign-exchange earner, was devastated by the Persian Gulf War, the May 1992 military coup and clashes later that year between police and protesters. Traffic congestion, pollution and fear of AIDS in a country often visited for its cheap sex also reduced earnings expectations. Fewer Japanese and Hongkong residents are visiting, although Chinese are coming in record numbers.
