Patten: a mixed performance

Attention will be more focused on the incoming administration of Tung Chee-hwa in the final stages of Hong Kong's transition to Chinese sovereignty. Chris Patten, the outgoing governor, has failed to gain concessions from China over safeguarding Hong Kong's autonomy, despite seeking to portray Britain as the champion of human rights in Hong Kong. However hard issues have been confronted meaning that Hong Kong and China are more prepared to handle future difficulties.

Article Abstract:
Hong Kong's population has been kept in the dark as to the outcome of negotiations on the 1997 Chinese takeover of the British colony. In Sept 1991, Hong Kong residents were allowed to organize themselves for eventual self-administration after the Chinese takeover. The formation of a Legislative Council was seen as a major step towards self-governance. However, China continues to view the political awakening of the colony's populace with disfavor.
