Saints and sinners: returned Khmer exiles fill the halls of government
Article Abstract:
Expatriate Khmer are returning to Cambodia in droves since the end of the Cold War and already dominate many government ministries and key posts, creating special opportunities and problems. Many of them have vital skills acquired abroad, but at least some are using them to profit from graft or worse. While foreign governments with which they hold dual citizenship are pleased at the access and understanding that is guaranteed, some countries are upset at being associated with crime, and might be able to prosecute under their own laws.

Rumours of war: conflict looms after Khmer Rouge pullout

The departure of Khmer Rouge liaison officials from Cambodia's capital city, Phnom Penh, and new Khmer Rouge attacks threaten a renewal of war in Cambodia. Khmer Rouge leader Khieu Samphan indicated on Apr 13, 1993 that the officials would leave Phnom Penh to protest a statement by UN Transitional Authority in Cambodia (Untac) chief Yasushi Akashi in which he described the Khmer Rouge as outlaws. The Khmer Rouge hopes to prevent Untac-planned May 1993 elections which they fear would lead to their exclusion from power.

Money man: defector could hold key to Khmer Rouge defeat
Article Abstract:
A recent high-ranking defector from the Khmer Rouge has offered details of its demoralized structure and leadership but refuses to disclose crucial financial information. Sar Kim Lemouth, who was responsible for the rebel group's finances, is the highest-ranking member to leave it since it lost power in Cambodia in 1979. Interrogaters suspect he is lying about bank accounts that he says are nearly depleted. He also claims the Khmer are low on ammunition and have poor morale, but that its leaders are in firm control.
